Scrap the Cap

Last week news broke that the G7 group of countries were considering removing the oil price cap, which was first implemented at the end of 2022 following Russia’s invasion of Ukraine. The removal of the cap would see a full and unconditional ban on G7/EU companies providing maritime services to support Russian oil trade, in effect pushing Russian business entirely to the shadow fleet. Whether this is bullish or bearish for tankers depends on a number of key factors.

Diverging Oil Pathways

The 2025 IEA World Energy Outlook (WEO) lands at a time of heightened geopolitical tension, shifting energy policies and growing debate over climate risk. Rather than a forecast, the WEO maps out how the energy system could evolve under different policy and technology pathways. This year’s edition focuses on three core scenarios. The Current Policies Scenario (CPS) assumes no new government action and presents a cautious view on the pace at which new energy technologies can scale. The Stated Policies Scenario (STEPS) takes a step further by incorporating all officially announced government plans, even if they have not yet been implemented. Finally, the Net Zero Emissions (NZE) pathway is a theoretical scenario outlining the conditions required to achieve net-zero CO₂ by 2050.

The Beginning of the End (Take 3)

Once again, negotiations are ongoing to end the war in Ukraine. Back in August we wrote the second iteration of this report, after President Trump and Putin’s first face to face meeting in the former’s second term. That meeting yielded little progress, however, the most recent push for peace has seemingly taken us closer to an end to the war in Ukraine than at any other point since its outset. Negotiations are ongoing, and the initial 28-point plan proposed by the US was countered by a 19-point plan between the US and Ukraine, which Russia was not a part of. Still, as before, the path to peace remains uncertain and it is unclear to what extent trading relationships can revert to pre-war patterns.

Collision Course

For over a year now, oil analysts have been warning of a looming oil surplus with expanding oil supply far outpacing demand. The risk of a significant stock build into 2026 has been further cemented by the rapid rise in OPEC+ production quotas, alongside growth in the Americas, whilst other factors such as sanctions, the economic outlook, and the energy transition could further impact the supply/demand balance.

Open for business?

The latest ceasefire between Israel and Hamas has again raised hopes of a normalisation of Red Sea transits for commercial shipping. Earlier this week, the Houthis announced a pause to attacks on commercial shipping provided the ceasefire holds. Whether this will be enough to convince mainstream shipowners as well as insurance companies that the Red Sea is safe to cross so far remains highly uncertain. If the Red Sea is once again seen as a safe route, how would that impact tanker markets?

Trump’s Energy Agenda 2.0

Trump’s second presidency started with a strong push to change US environmental policy. Right at the start, the president put in motion the plan to re-exit the Paris Agreement and signed an executive order to “unleash American energy,” which established a framework to encourage domestic energy production and weaken the electric vehicle (EV) mandate.

Port Fees Postponed

After causing headaches and logistical issues across the maritime sector, today’s meeting between Trump and Xi Jinping appears to have resulted in the cancellation of the US Trade Representative’s (USTR) Section 301 tariffs targeting Chinese owned, operated or built ships. China has pledged to also lift its own retaliatory measures. For those companies who switched out Chinese financing, removed US citizens from their boards and took other drastic steps to limit their exposure to each country’s respective fees, the news is likely to be met with both relief and exasperation. So, what does it mean for the freight market?

Sweeping Sanctions

This week sanctions pressure on Russia was dialled up a notch. On Thursday, the first major US sanctions against Russia under the Trump administration were implemented, marking a step change in the administration’s approach. On Friday morning, the EU followed suit, implementing their 19th sanctions package. A week prior, the UK implemented a fresh batch of sanctions.

Tit for Tat

On October 14, both the US and China imposed prohibitively expensive port fees on tonnage linked to the other country. The USTR’s Section 301 measures were published and analysed well in advance. In contrast, China’s measures arrived with little notice; Beijing issued only a late-September warning that it would retaliate.

Indian Expansion

Until recently, Indian CPP exports were broadly flat for the past 9 years, averaging around 1.2mbd. Whilst domestic refining capacity grew over this period, incremental output was largely used to service domestic customers. This year, exports have grown at the fastest pace since 2021 and could be set for further growth into 2026 and 2027 as the country continues to expand its refining capacity.

Kurdish Crude Recommences Saturday saw the resumption of Kurdish crude flows through the Kirkuk-Ceyhan pipeline after a halt of two-and-a-half years, with initial flows set at 150-160 kbd. Oil Glut Looms

More and more analysts expect the oil market to move into significant surplus next year. The IEA sees oversupply of 3.3 mbd in 2026, while the EIA forecasts 1.7 mbd. Independent forecasts paint a similar picture: investment bank Macquarie expects around 3 mbd of surplus in late 2025 and early 2026, and Rystad consultancy sees 2.2 mbd next year. If these predictions are correct, crude prices could come under heavy pressure, with some saying they could fall to $50 a barrel or even lower.

Section 301 imminent

In April, the Office of the United States Trade Representative (USTR) published their much-anticipated action plan to address alleged Chinese maritime dominance. Few further details have come to light since, and significant uncertainty remains around details of the policy. The measures are scheduled to come into effect soon, on the 14th of October, after a phase in period of 180 days.
