Running Out of Room?

US crude exports have grown strongly in recent years, making the US a key source of global crude supply. This raises the question of how much export capacity the US actually has. According to Kpler data, exports peaked at around 5.2 mbd in Q2, when releases from the US SPR lifted volumes by close to 1.3 mbd, or more than 30%, on the previous quarter. This shows both the scale of implied US export capacity and how flexibly it responds to market conditions.

The global CPP market remains firmly supported this week, with the same forces driving the crude complex now clearly visible in clean products — chief among them the ongoing risk to transits through the Strait of Hormuz. Rates have risen across the clean fleet, cargo flows continue to reroute around disrupted Middle Eastern supply chains, and refiners globally are running hard to capture historically strong margins.

The 65 Billion Barrel Deal

Last Friday, President Trump announced that the US had reached an agreement to control 65 billion barrels of Venezuelan oil reserves in partnership with a little-known company called North American Blue Energy Partners (NABEP). The company currently produces around 250kbd, making it the 2nd largest private producer in the country and has been granted 100-year concessions on 17 oil fields with proven reserves of 65 billion barrels.

US refinery maintenance typically peaks in October, a season that has historically weighed on freight. This year appears different with very little currently confirmed for the autumn, as robust margins keep refiners from taking units offline. Last week, US refinery utilisation clocked in at 97.4%, the highest level since 2018. This dynamic should keep product tankers well supported across the US Gulf through Q4.

Prisoners of Geography

As the War in the Middle East drags on, Middle East exporters continue to adapt operations as best they can, with their specific geography and access to routes bypassing the Strait of Hormuz being the primary success factor. Saudi Arabia, the UAE and Oman, who all have access to domestic ports outside Hormuz, have emerged as the “winners”, but still lack sufficient alternative export routes. Iraq has access to the Mediterranean via Turkey and has been trucking fuel oil via Syria but is vulnerable to regional politics and bilateral relations. As regional producers push ahead with expanding their export options outside of Hormuz, monitoring the development of these projects is critical to determining longer term demand trends for tankers.

With the Houthis declaring a full naval blockade specifically against Saudi Arabia on 20 July and threatening any vessel calling at Saudi ports, the southern Red Sea faces heightened security risk. Within days of the announcement, the Houthi’s claimed strikes on two tankers have effectively paralyzed direct Yanbu-to-East exports through the Bab-el-Mandeb.

Diesel Drought

With the Middle East crisis at the forefront of everyone’s minds, a second, more slowly building supply shock has flown somewhat under the radar. However, when on the 8th of July Russia banned diesel exports for the rest of the month, a significant share of the world’s seaborne diesel supply was suddenly removed, tightening a market already stretched thin. Some supply will still flow to the market, as supplies under pre-existing government agreements will be exempt from the restrictions. The result has been record high diesel refining margins in the US and Europe, whilst in the East, refining margins rose but are yet to return to the highs seen in March.

Over the course of more than 100 days of the Strait of Hormuz closure, the US proved to be the single most important source of replacement barrels, both for crude and clean products. With the ceasefire unravelling and attacks in the Strait resuming, exports from the Middle East Gulf are unlikely to recover anytime soon. The need for replacement barrels therefore remains significant but can the US continue to deliver at such elevated levels?
