Strait Forward

The Iran conflict is in its 12th week now, and the prospect for a deal which leads to normalisation in the Middle East look tenuous. Despite seeing some progress in the number of tankers transiting the Strait of Hormuz, compared to pre-war levels flows of oil and products remain at a trickle, with Iran and the US both vying for control. Numerous conditions would need to be met before pre-war traffic could resume; security guarantees, mine clearance, and a renewed insurance framework, among others. If these conditions are met, and such a comprehensive agreement is reached today between Iran and the US (as well as Israel and the GCC), what would the timeline be for a resumption of Middle East Gulf exports?

Clean-to-Dirty

Clean to dirty switching first gathered pace in the fourth quarter of 2025 with recent geopolitical developments further accelerating dirty ups in recent months. With the outbreak of war paralysing the Middle East Gulf, approximately 2.4mbd of clean products have been removed from the tanker the market. With regional crude exports and refining activity subdued, tonnage fled the East in a mass exodus toward the Atlantic Basin in search of employment.

OPEXIT

Earlier this week, the United Arab Emirates (UAE) confirmed its exit from OPEC. Whilst an exit had been mooted before, the timing of the announcement surprised many given the ongoing Middle East war. With Hormuz effectively closed, and oil production shut in across the region, Abu Dhabi’s announcement will not impact oil markets today. However, in the long term, oil prices, production and tanker demand could all feel the impact.

MRs in focus

The conflict in Iran concludes its eighth week and tanker markets are adapting to the new reality. In the East, clean exports are so far this month averaging the lowest levels in over a decade, in large part due to nearly inexistent exports from the Middle East Gulf (MEG), but also due to a lack of feedstock, especially for Asian refiners, alongside protectionist policies barring exports from some countries. In contrast to this, West of Suez clean exports are near record monthly highs.

The Clock is Ticking

We have covered the Iran conflict extensively in recent weeks, and this week is no exception. Given the importance of Middle East Gulf trade flows, everything else pales in comparison. In perhaps the most significant development since hostilities began, Iran’s foreign minister has just announced that the Strait of Hormuz is open to all commercial vessels transiting via a coordinated route for the remaining duration of ceasefire. Whether this translates into a meaningful resumption of traffic remains to be seen.

Fragile Hiatus

The two-week ceasefire announced on April 7 between the US and Iran has introduced a flicker of optimism, though the reality remains fraught with risk. There are conflicting messages from the White House, confusion surrounding Lebanon, the terms of the Strait of Hormuz reopening, and President Trump’s willingness to cooperate on the removal of nuclear materials as a de-escalation measure, which appears to be a unilateral US proposal rather than a settled term of the truce. The ceasefire is better viewed as a tenuous, high-stakes diplomatic window rather than a definitive step toward normalization. High-level diplomacy is currently being undermined by intense Israeli military activity in Lebanon, which Tehran cites as a breach of the deal’s spirit.

Upstream Under Attack

The past few days have seen the conflict extend beyond chokepoint disruption into direct strikes on production and refining infrastructure across the Gulf. Following Israel’s attack on Iran’s South Pars gas field on Wednesday, Iran retaliated with drone and missile strikes on energy facilities in Qatar, the UAE, Saudi Arabia, and Kuwait. Qatar’s Ras Laffan industrial complex was targeted, and Abu Dhabi’s Habshan gas facility and Bab oil field were shut down. Drone strikes caused fires at Kuwait’s Mina Al-Ahmadi (346 kbd) and Mina Abdullah (454 kbd) refineries, with the former being struck repeatedly, forcing a shutdown of the refinery. The SAMREF refinery in Yanbu and Haifa refinery in Israel were also struck, with damage still being assessed. After a brief pause over the weekend, attacks on vessels continued this week, as a ship was struck off Ras Laffan, and another off Khor Fakkan. Since 28 February, the UKMTO has reported a total of 19 attacks on commercial vessels.

Locked Strait

The crisis in the Middle East shows no signs of abating. Attacks on oil infrastructure in the region have continued, and multiple vessels have been hit. Transit through the SOH remains effectively blocked, with just a few tankers crossing Hormuz since the outset of hostilities. With storage filling up, Gulf countries have been forced to shut production and refining capacity.
